It doesn't seem that it's possible to simply convert to PDF the actual shape file. You can either export to PDF the CAD document in which the shapefile is imported to, or you could simply open the .shp using a text editor and print that source. But that's not actual conversion.
Simply put, it is impossible to convert SHP to PDF directly.
Thus, there is no so-called shp to pdf converter or a free online .shp to .pdf converter to be found.
