In foobar2000, the general path is File → Convert, then select a preset or output format that supports TAK. If your converter does not support TAK directly, use a two-step process: convert MP2 to WAV, then WAV to TAK.

If you prefer command-line tools, a common approach is to decode with FFmpeg and then encode with a TAK-capable encoder.
