A legacy VCD player or authoring program may require video in the MPEG-1-based DAT format instead of an F4V file. Conversion is therefore mainly useful for putting an F4V video on a Video CD or using it with older hardware.

What the F4V format is

F4V is an Adobe Flash video container based on the ISO Base Media File Format, similar to MP4. It commonly contains H.264 video and AAC audio, and was created by Adobe Flash Media Server, Flash publishing tools, and older web-video workflows. You may encounter it in archived Flash websites, legacy streaming downloads, or projects exported for Adobe Flash Player.

F4V is not the same container as FLV: both belong to the Flash video ecosystem, but F4V generally uses modern MPEG-4 media codecs while FLV uses the older Flash Video structure.

What the DAT format is

In the Video category, DAT normally means the MPEG-1 Program Stream stored on a Video CD. VCD authoring software and VCD-compatible players use files such as AVSEQ01.DAT from the disc's MPEGAV folder.

VCD DAT files provide compatibility with many older DVD/VCD players and fixed-format disc authoring tools. They normally use MPEG-1 video at about 1150 kbit/s and MPEG-1 Layer II audio at about 224 kbit/s, with 352×288 pixels for PAL or 352×240 pixels for NTSC. The extension alone does not make a file VCD-compatible; its MPEG-1 encoding and program-stream structure must also meet the VCD specification.

How to actually convert F4V to DAT

FFmpeg is the most direct desktop method because its VCD presets set the required video, audio, and muxing parameters.

  1. Install FFmpeg and place the source file in an accessible folder.
  2. Choose the television standard required by the player: PAL for most European systems, or NTSC for North American, Japanese, and some other systems.
  3. Run one of these commands from a terminal:

For PAL VCD:

ffmpeg -i input.f4v -target pal-vcd output.dat

For NTSC VCD:

ffmpeg -i input.f4v -target ntsc-vcd output.dat

Replace input.f4v with the actual filename. The output filename can use .mpg during testing, but use .dat when the receiving application specifically checks the extension. Open the result in a media player or VCD authoring application; do not simply rename the F4V file, because renaming changes no codec or container data.

For a no-installation option, the free converter on 101convert.com can process the file in a browser. Select F4V as the input and DAT as the output, then download the generated file; confirm that the service offers VCD-compatible MPEG-1 output if the destination is physical VCD hardware.

Quality, compatibility, and limitations

This conversion is normally a lossy transcode. F4V video is decoded and then reduced to VCD resolution and MPEG-1 quality, so an HD or highly compressed source will look softer and may show blocking artifacts. The DAT file is not necessarily smaller: VCD's fixed bitrate can make short files larger than the original F4V.

Use the same PAL or NTSC standard as the destination player. A player may reject the file if the frame rate, resolution, audio format, or muxing differs from its expected VCD specification. A DAT file intended by a particular non-VCD video application may use a different internal format; in that case, the VCD commands above are not appropriate, and the application's own export specification is required.
