Windows Media Center recordings are often stored as WTV files, while browsers, video players, and web publishing tools commonly accept WEBM instead. Converting the recording is necessary when you need browser playback, smaller web-oriented files, or editing software that does not open WTV directly.

What the WTV format is

WTV, or Windows Recorded TV Show, is a container created primarily by Windows Media Center for recording broadcast and cable television. It can contain MPEG-2 or H.264 video, several audio formats, subtitles, electronic-program-guide metadata, and sometimes copy-protection information. WTV files are commonly found in the Windows Media Center recorded-TV folder, with filenames based on the program title and recording date.

WTV is a recording container rather than a web-delivery format. Support varies between players because the file may contain broadcast streams, interlacing, multiple audio tracks, or protected content.

What the WEBM format is

WEBM is an open multimedia container designed mainly for web video. Standard WEBM files use VP8, VP9, or AV1 video with Vorbis or Opus audio. Modern browsers, media players, and video platforms support WEBM without requiring the MPEG-2 or broadcast-specific components often needed for WTV.

WEBM can provide smaller files than an equivalent high-bitrate MPEG-2 recording, especially with VP9 or AV1. It is useful for HTML5 video, browser playback, online sharing, and applications that accept only web-oriented codecs. It does not preserve every WTV feature: broadcast metadata, copy protection, and some subtitle or secondary-audio data may be discarded.

How to actually convert WTV to WEBM

For a local conversion, FFmpeg is the most flexible choice. Install a current FFmpeg build, open a terminal in the folder containing the recording, and first inspect the streams:

ffprobe input.wtv

A general conversion that deinterlaces the television recording and produces VP9 video with Opus audio is:

ffmpeg -i input.wtv -map 0:v:0 -map 0:a:0 -vf yadif -c:v libvpx-vp9 -crf 32 -b:v 0 -c:a libopus -b:a 128k output.webm

Replace input.wtv with the actual filename. The yadif filter removes interlacing; omit -vf yadif if the source is already progressive. With VP9, lower -crf values improve quality and increase file size; values around 28–36 are a practical range. Use -b:v 0 for constant-quality VP9 encoding.

If the WTV contains multiple audio tracks, select a specific stream after checking the ffprobe output, for example -map 0:a:1. To include all compatible audio tracks, use -map 0:v:0 -map 0:a?, although some players handle multiple WEBM audio tracks inconsistently.

For a faster encode with broader support, use VP8 instead:

ffmpeg -i input.wtv -map 0:v:0 -map 0:a:0 -vf yadif -c:v libvpx -crf 10 -b:v 1M -c:a libopus -b:a 128k output.webm

The quality value and bitrate need adjustment for the source resolution and motion. A 720p or 1080i television recording commonly needs more bitrate than a low-resolution recording to avoid blocking.

If you do not want to install software, use the converter on 101convert.com: choose the Video converter, upload the WTV file, select WEBM as the output format, start the conversion, and download the result. The conversion runs without installing desktop software.

Quality, compatibility, and limitations

WTV recordings are frequently interlaced, so direct stream copying is usually unsuitable for WEBM. WEBM requires compatible codecs, and broadcast MPEG-2 or AC-3 streams normally must be decoded and re-encoded as VP8, VP9, or AV1 video and Opus or Vorbis audio.

Re-encoding is lossy. Keep the original WTV as the archival copy and use the WEBM only for playback, sharing, or web delivery. If FFmpeg reports that the input is encrypted or copy-protected, it cannot legally or technically convert the protected stream without an authorized decryption method. WTV files containing damaged broadcast data may also produce audio/video synchronization errors or incomplete output.
