Convert WTV to DVR-MS

wvt to dvr-ms conversion seems to be related to export of recorded TV files done in Windows 7. Recorded TV files are usually stored (usually C:\Users\Public), right-click the file that you want to convert, and then click Convert to .dvr-ms Format.

But many video converters should also be capable of such conversion, considering both file types are rather outdated this should not be a problem.
