Converting Wondershare Filmora Project Files directly to a VLC Playlist (.wve to .vlc conversion) is, per se, not possible.
You will first have to convert your WVE file to a format supported by the VLC Media Player, for instance MP4. To do so, your only option is using the Wondershare Filmora itself.
You can then simply add your .mp4 file to a VLC playlist, which will generate a .vlc file.
Simply put, it is impossible to convert WVE to VLC directly.
Thus, there is no so-called wve to vlc converter or a free online .wve to .vlc converter to be found.
