Since SSC backups contain calendar data and not contacts, it is unlikely you can convert VCF contacts as SSC backups, which is what vcf to ssc conversion would be. Actually it seems the latest version of Samsung Kies no longer uses SSC file type anyways, so you would have to use some previous version.
Simply put, it is impossible to convert VCF to SSC directly.
Thus, there is no so-called vcf to ssc converter or a free online .vcf to .ssc converter to be found.
