It is unlikely that some easy way how PDFs document could be converted to the old Adobe PageMaker p65 format, i.e. perform pdf to p65 conversion mainly due the fact that PageMaker was discontinued years ago. If you have access to the program, you should be able to manually just copy and paste all the texts from .pdf file and import any existing pictures or similar objects, but that's about it.

Simply put, it is impossible to convert PDF to P65 directly.
Thus, there is no so-called pdf to p65 converter or a free online .pdf to .p65 conversion tool.
