Convert TXT to PUB

Microsoft Publisher uses .pub files for editable brochures, flyers, newsletters, and other page layouts. A .txt file contains only plain text, so the practical conversion is to import or paste its contents into a new Publisher layout and save that publication as .pub.

What the TXT format is

TXT is a plain-text document format containing characters, line breaks, and sometimes tab characters, but no fonts, colors, images, tables, page geometry, or positioned objects. Notepad, Windows Text Editor, macOS TextEdit in plain-text mode, code editors, terminal commands, and many data-export tools create .txt files. TXT is used for notes, transcripts, logs, configuration content, and source text that must remain readable across operating systems.

Check the source encoding before importing. UTF-8 is the safest choice for accented characters and non-Latin scripts; opening an ANSI or Windows-1252 file with the wrong encoding can replace characters with symbols or question marks. If necessary, open the file in a text editor and use Save As to resave it as UTF-8.

What the PUB format is

PUB is Microsoft Publisher's native, proprietary document format. It stores page size, margins, text boxes, linked text frames, images, shapes, guides, typography, and other desktop-publishing layout data. Publisher is used for brochures, flyers, newsletters, business forms, invitations, certificates, and other documents requiring precise page positioning.

A PUB file remains editable in Microsoft Publisher, unlike a PDF, which is primarily a fixed-layout viewing and printing format. PUB is not an e-book or plain-text format, and other office suites generally cannot open or export it with full fidelity.

How to convert TXT to PUB

Use Microsoft Publisher on Windows

1. Open the TXT file in an encoding-aware text editor. Resave it as UTF-8 if its characters display incorrectly or the original encoding is unknown.
2. Open Microsoft Publisher and select Blank Page or an appropriate publication template. Set the page size, orientation, margins, columns, and print settings.
3. Choose Insert → Text Box, draw a text frame, open the TXT file in a text editor, and copy and paste the required text into the frame.
4. For a long file, use Publisher's text-file import command if your version provides it, commonly Insert → Text → Insert File or Insert Text File. Select the .txt file and place the imported text in a frame. Menu names differ between Publisher versions.
5. Apply fonts, paragraph formatting, headings, columns, alignment, and spacing. Add images, tables, shapes, and other page objects separately because TXT cannot contain them.
6. Check every text frame for an overflow indicator. Link frames or add pages until all text is visible, then choose File → Save As and save the publication as filename.pub.

For substantial cleanup, open the TXT file in Microsoft Word first, correct paragraphs and headings, and save it as .docx. Import or paste that file into Publisher when the extra formatting is useful; this is not a direct TXT-to-PUB conversion, and Word still cannot create a native PUB file.

When Publisher is unavailable

There is no dependable general-purpose desktop application that creates a fully compatible native PUB file from TXT. LibreOffice Writer, Google Docs, Scribus, and LibreOffice Draw can help create an equivalent layout, but they do not provide reliable native PUB export. Use one of them to produce a PDF or another supported format if the recipient does not specifically require an editable .pub file.

Microsoft has announced that Publisher reaches end of support in October 2026. For new work, confirm that the required Microsoft 365 or Windows installation still includes Publisher; otherwise create the layout in another desktop-publishing application and deliver PDF unless native PUB compatibility is mandatory.

Online conversion services

Online services such as Zamzar and CloudConvert may convert TXT to common document formats, but they do not reliably produce an editable Microsoft Publisher file. Do not upload confidential text unless the service explicitly lists Microsoft Publisher PUB output, states how files are deleted, and you accept that formatting may be lost. An online TXT-to-DOCX or TXT-to-PDF conversion does not create a PUB file.

Quality and compatibility limits

• TXT has no formatting to preserve. Line breaks may become paragraphs or manual breaks, while spaces used for visual alignment can wrap or display differently.
• Long text can overflow a Publisher frame. Inspect every page and resolve all overflow indicators before saving or printing.
• Missing fonts may be substituted on another computer. Use fonts available to the recipient, embed them only where licensing permits, and export a PDF when fixed print appearance matters.
• Publisher layouts can contain version-specific features. Test the saved PUB file in the recipient's Publisher version rather than assuming cross-version fidelity.
• If the recipient only needs to read or print the publication, use File → Export → Create PDF/XPS Document in Publisher and provide the PDF instead of, or alongside, the editable .pub file.
