Convert TXT to PUB

When you create documents in MS Publisher (.pub files), you can simply copy texts from .txt files when you open them in Notepad. That is probably the most easiest way how to achieve txt to pub conversion, but of course you will require Publisher for it. Since the only way to create Publisher documents is using Publisher itself, it is unlikely any other way to achieve this type of txt to pub conversion exists.
