The only rtf to dot conversion that makes somewhat sense, would be the process of making new (old) templates for MS Word (.dot files) based on existing RTF document. You can actually achieve this with pretty much any modern word processor that supports MS Word formats, but not every might support Word's templates so using MS Word itself is your best option.
