Even though both .pmd and .vac file types come from MikuMikuDance animation software, it doesn't seem that direct pmd to vac conversion, simply due the simple fact that each of these two files serves different purposes. A .vac file contains programs settings and not models or other graphics data like the .pmd file.
Simply put, it is impossible to convert PMD to VAC directly.
Thus, there is no so-called pmd to vac converter or a free online .pmd to .vac converter to be found.
