How to convert pdf to eml file

A mail client, e-discovery platform, or archive may require a single .eml message instead of a standalone PDF. The usual result is an email containing the original PDF as a MIME attachment, not an editable conversion of the document's pages.

What the PDF format is

PDF is a fixed-layout document format that preserves page geometry, fonts, images, annotations, and print appearance across operating systems. Adobe Acrobat, Microsoft Word, LibreOffice, web browsers, scanners, and document-management systems create PDF files.

Invoices, contracts, scanned records, reports, manuals, and exported office documents commonly use PDF. A PDF is a document rather than an email container, so it has no sender, recipient, subject, message headers, or standard email body.

What the EML format is

EML is a file containing one email message, normally represented with RFC 5322 headers and MIME body parts. Thunderbird, Apple Mail, Outlook, Windows Mail, and many archival, ticketing, and forensic applications can open EML files.

An EML message can contain plain text, HTML, inline images, and attachments such as PDFs. Its advantages are portability, one-message-per-file storage, and compatibility with systems that import individual email messages. The PDF normally remains an attachment; placing it in an EML file does not make its pages editable email content.

Using Mozilla Thunderbird

  1. Install Thunderbird from thunderbird.net and configure an account identity, or use an existing local account. You do not need to send the message or upload the PDF to a mail server.
  2. Choose Write and enter the sender, recipient, subject, and any required body text.
  3. Choose Attach → File, select the PDF, and confirm its filename and size.
  4. Choose File → Save As → File, select a destination, and save the message. Thunderbird normally supplies the .eml extension; verify it if you type the filename yourself.
  5. Open the saved file in Thunderbird or another EML-capable application and check the headers, body, attachment name, and attachment contents. Do not choose Send unless the message should actually be transmitted.

This method creates the MIME structure required for an email and keeps the original PDF unchanged. Copying text from the PDF into a new message and saving it as EML is only suitable when the recipient needs text in the body; it does not preserve the original layout, images, annotations, signatures, or embedded files. PDF copy restrictions may also prevent text extraction, but they do not normally prevent attaching the file.

Creating EML files with Python

For repeatable local conversion, Python's standard library can create an EML message without uploading the PDF:

from email.message import EmailMessage
from email.policy import SMTP
from email.utils import formatdate, make_msgid
from pathlib import Path

pdf = Path("document.pdf")
message = EmailMessage(policy=SMTP)
message["Date"] = formatdate(localtime=True)
message["Message-ID"] = make_msgid()
message["From"] = "sender@example.com"
message["To"] = "recipient@example.com"
message["Subject"] = "Attached PDF"
message.set_content("The PDF is attached.")
message.add_attachment(
    pdf.read_bytes(),
    maintype="application",
    subtype="pdf",
    filename=pdf.name,
)
Path("document.eml").write_bytes(bytes(message))

Save the script as make_eml.py, place it beside document.pdf, and run python make_eml.py. Replace the addresses, subject, body, and filenames as needed. The SMTP policy writes conventional CRLF line endings, and application/pdf identifies the attachment correctly.

Putting PDF content in the email body

If the receiving system requires readable text in the message body, extract it with a tool such as pdftotext document.pdf document.txt, then insert that text into the EML body. Text extraction can lose page layout, fonts, images, tables, columns, and reading order. A scanned PDF needs OCR first, for example ocrmypdf input.pdf output.pdf; OCR output still requires checking for recognition errors.

Online conversion services

Services such as Zamzar may offer a PDF-to-EML option, but availability and the exact output behavior can change. Use the service only when its current conversion page explicitly produces an EML message, then download and inspect the result in an EML-capable mail client. Some services extract PDF text or create a generic email instead of attaching the original file.

Online processing uploads the PDF and may expose confidential contracts, personal records, signed documents, or regulated data to the provider. Thunderbird and the Python method keep both the PDF and generated EML on the local computer.

Quality and compatibility limits

There is no universal semantic conversion from a fixed-layout PDF into an email. Keep the original PDF when its visual layout, digital signatures, annotations, embedded files, metadata, or evidentiary integrity matters. The EML is a container for the message and attachment, not a replacement for that source document.

Base64 encoding commonly increases an attached PDF's message size by about 33 percent, before headers and MIME boundaries. A mail server or import tool can reject the EML even when the original PDF met its size limit.

If an importer rejects the file, verify that it contains valid headers such as From, To, Date, and Subject, a MIME version, the application/pdf content type, and the expected line endings. Some systems accept only specific encodings, folder import methods, or EML variants; resaving the message in Thunderbird can resolve compatibility problems, but it cannot repair a damaged or incomplete PDF attachment.

Frequently asked questions

Does converting PDF to EML turn the PDF into email text?

No, a PDF-to-EML conversion normally creates an email message with the original PDF included as an attachment. The PDF content remains separate from the email body.

Will my PDF layout and formatting change in an EML file?

Usually not, because the PDF is attached rather than rendered into the email. Its pages, fonts, images, and layout stay inside the PDF, while the email adds its own headers and body.

Is a PDF-to-EML file larger than the original PDF?

Usually yes, because the EML stores the PDF with email headers and text-based attachment encoding. The increase depends on the message content and encoding used.

Why does my PDF appear as garbled text or fail to show as an attachment in the EML?

This usually happens when the EML has incorrect MIME headers or attachment encoding. A valid email message must identify the PDF as an attachment and encode its binary data correctly.
