This is not a conversion in the traditional sense, but you can certainly import Audio Video Interleave files directly to new/existing VideoPad Video Editor Projects (.avi to .vpj conversion).
Since VPJ is a proprietary file format, you will have to use the original software, the VideoPad Video Editor. It is the only tool that lets you import AVI videos to a new/existing project and save such project in VPJ format.
It is very unlikely that you will find a third-party solution for such conversion.
