Some sources claim that Samsung NPF backups are just renamed Microsoft Access databases (.mdb), which means simple suffix from NPF to MDB should be enough to make it accessible in any database program with MS Access format support.
If that works for you, simply export the data in CSV format via mdb to csv conversion. When you have done that, you can find plenty of tools that allow export of .csv files to .vcf files (vCard format), or even some dedicated csv to vcf converter.
The database currently does not contain any npf file converter.
