It appears that there aren't many available options to reliably convert MIDI Files directly to Ring Tone Transfer Language Files (.mid to .rtttl conversion), but it should still be possible.
Your best bet seems to be using Awave Studio, an audio editing software, which is capable of importing MID files and export them in RTTTL format.
