All versions of WhatsApp backup archives can be extracted with proper tools, like Whatsapp Xtract or WhatCrypt tools, which allows users to export the chat backups from WhatsApp Messanger and save them as HTML file. This also includes the old db.crypt7 files, but these were discontinued years ago. Nonetheless, something like db.crypt7 to text (HTML) is certainly doable.
The database currently does not contain any db.crypt7 file converter.
