It appears that .vdata files are only created with and Android app called Vaulty. It may be possible that some older .vdata files can be simply renamed .jpg to restore their functionalities (pictures). However, it may be that some newer versions of these files add some special metadata that would need to be removed using a HEX editor.
The database currently does not contain any vdata file converter.
