It seems that EAGLE PCB software allows users to export its own design files (.brd) to PNG format simply with the File ► Export as image function. Once you have PNG you can simply convert it to a BMP using any of the available png to bmp conversion options, but we do not know about any direct way how to convert brd to bmp.
