Unfortunately, you cannot convert Windows Media Player Playlists to Windows Media Audio Files (.wpl to .wma conversion), since WPL playlists do not contain any multimedia data. They are basically only references to actual multimedia files.
There is no need to convert these files to other formats. In case you just need to play the audio using a different software, simply rename the file's suffix from WPL to WMA.
We are not aware of any (online) conversion solutions capable of converting WPL to WMA.
Simply put, it is impossible to convert WPL to WMA directly.
Thus, there is no so-called wpl to wma converter or a free online .wpl to .wma converter to be found.
