As far as we know, no reliable converters for direct export of SWF Flash content to a Silverlight package exist, which makes swf to xap conversion somewhat hard to achieved. Although in the past some "converters" existed, they were mostly scam and quickly vanished. In any case, perhaps some Flash/Silverlight community forums might help you out with this, but it unlikely some utility for quick conversion exists.
Simply put, it is impossible to convert SWF to XAP directly.
