There is no way how CoD Black Ops II SABS audio files could be converted to MP3s directly, however you can do it with a little work around. With a proper utility you can convert sabs to flac, and after that use another program to convert flac to mp3. The resulting audio will be of course worse, as MP3 is heavy lossy format compared to FLAC.
