According to some sources, Samsung NPF backups are just renamed Microsoft Access databases (.mdb), so simply rename the npf suffix to mdb and open it in a database program with support of Access formats. Once you have done that, it should be possible to recover the contacts with mdb to csv conversion, which can be done in MS Access or some dedicated database converters.
The database currently does not contain any npf file converter.
