It appears that Xsteel CAD format (.nc1 files) is supported in Autodesk AutoCAD (possibly with a plugin) and as such, it should be possible to convert them to STEP product files (.stp, .step) or other similar formats. Unfortunately, we haven't found any other specific information about such nc1 to stp conversion.
