Unfortunately, you cannot convert random dynamic library (.dll) to icon (.ico, .icon), which is what dll to ico conversion would be. Nonetheless some .dll files actually do contain icons that can be extracted and saved in separate file, typically icon or graphics. This should be doable with tools such as IconExtract or ResEdit.
