It appears that no converter that could simply convert Windows Phone app installation packages (.appx) to Android packages (.apk) exists. If you need Android version of some older Windows Phone app, you have to look if Android of the app exists on developer website or on Google Market. No appx to apk conversion is possible.
Simply put, it is impossible to convert APPX to APK directly.
Thus, there is no so-called appx to apk converter or a free online .appx to .apk converter to be found.
