You can create static cursors (.cur) from animated cursors (.ani) either with some kind of cursor making software like CursorWorkshop, or with a graphics editor that supports import of .ani files (lots of them should). Such ani to cur conversion essentially takes one (usually the first) frame from the animation and save it cursor. Most programs should allow you to pick which frame from the sequence to save.
